One of issues poped up was the mechanism for the formation of bylaw through the legislation body (Bapemperda).
Padang City DPRD Chairman Syafrial Kani disclosed that his party wanted to align the Bapemperda's main tasks and fucntions (tupoksi) in forming flexible laws and not overstepping the hierarchy of laws.

Aside that, Jakarta DPRD Chairman Prasetio Edi Marsudi explained that the main initial stage in forming bylaw is to align vision and mission between the local and central government.
"If the number of draft bylaw can be rationalized, they (Bapemperda) doesn't need to make bylaw. Surely we need to talk it together with the executive," he explained.
He reminded every council member should be able to run its tasks as legislator but not because of mere political party interests when they were in the regional parliament.
"That's why we must have the same perception," he stated.
